Mr. Garth Williams is Acting CEO of the Passport, Immigration & Citizenship Agency. He has over 30 years’ experience in National Security. His career started in the Jamaica Constabulary Force where he rose to the rank of Superintendent of Police, and spans service in the private sector as Head of Operation for a major private security company in Jamaica. He has served at PICA as Senior Director of Investigations and Surveillance and Deputy CEO for Operations. He has extensive knowledge and experience in national, regional and international issues around migration, border security, passports and citizenship policies, legislation and, the use of technology to facilitate those processes. Over the years, Mr. Williams has collaborated across borders with colleagues via many regional and international organizations and forums, including the UNODC, ICAO, CARICOM/IMPACS, IOM and OAS. He also maintains strong relationships with all Jamaica’s international partners to share information on matters of mutual interests. Mr. Williams holds a Master’s of Science Degree in Accounting and another Masters of Science Degree in Instructional Design and Technology, both from the University of the West Indies.
