What is the most effective border response during a health crisis?

When a viral public health crisis emerges, governments face immediate pressure to act. Their responsibility is twofold: prevent the illness from spreading while maintaining the movement of people and goods that economies depend on. Finding that balance has never been simple. 

The instinctive response to a growing outbreak is to impose broad travel restrictions. These are visible, decisive, and can be implemented quickly.
