As border security and control have become major global concerns , airlines are being increasingly required to provide passenger data by a number of governments. Airlines are responsible for ensuring that the correct data is transmitted to each government in the correct format and times.

There is little standardization of requirements across governments and even between different agencies of the same government resulting in airlines having to provide passenger data in a number of different formats, which can result in operational complexity and substantial costs.

Overview

SITA has been a pioneer in developing a service that, through a single interface to an airline's Reservations and Departure Control Systems, enables airlines to comply with the requirements of many governments across the globe. Designed for airlines, iBorders Gateway Services acquire data from airline host systems (in a variety of formats) and normalise, check, filter and submit that data in the formats and at the times required by governments. The services support, singly or in combination, the submission of API (Advance Passenger Information), APP (Advance Passenger Processing) and PNR (Passenger Name Record) data. Today more than 200 airlines use SITA to submit millions of messages every week to governments requiring advance passenger data.

Implementation of iBorders Gateway Services

iBorders Gateway Services comprise some or all of the following :

  • iBorders Gateway Services API (Advance Passenger Information) acquires 'passport' data in multiple formats (via pull or push mechanisms), converts this data and sends it to governments in a variety of different formats. This data is usually submitted at the close of the flight or shortly after.
  • iBorders Gateway Services APP (Advance Passenger Processing) acquires passenger data at check-in and submits to governments to obtain a real time board/no board directive. Such interactive services are complex and time critical. iBorders Gateway Services APP supports multiple government requirements via a single interface to an airline's DCS (Departure Control System). iBorders Gateway Services APP transfers the burden of and responsibility for checking passenger names against watch lists from the airlines to the government and reduces or eliminates penalties and costs for airlines associated with the carriage and repatriation of passengers with incorrect documentation. APP requirements differ between governments and specific examples of APP services are described below:
 
  • iBorders Gateway Services AQQ (Advance Passenger Information Quick Query): specific to meeting the US government requirements, the service transmits individual passenger manifest data to the US CBP(Customs and Border Protection) for watch list checking as each passenger checks-in, including performing a check of a passenger's Electronic System for Travel Authorization (ESTA ) validity, while passengers will perceive no change in normal check-in procedure.
 
  • iBorders Gateway Services iAPP: specific to meeting the the Korean Government requirements, this service acquires passenger data at check-in for outbound passengers and submits to the Korean Government to obtain a real time board/no board directive .
  • iBorders Gateway Services PNR: PNRs (Passenger Name Records) comprise the complete set of booking data and provide a rich source of information for governments to use in risk assessment. Airlines are increasingly being asked to provide PNR data, both in advance of passenger travel and at flight close. In addition, governments are demanding that such data is pushed to them (at several points in time) rather than the governments pulling the data from the Airline Reservation host system. Because the PNR can contain 'sensitive personal information', data privacy rights legislation requires that airlines filter their PNR data such that only certain data is provided to certain governments. Finally, because there has historically been little standardization in PNR data formats, governments are now increasingly requesting data to be submitted in new data formats. All of the above requirements are placing an enormous implementation and maintenance burden on airlines. iBorders Gateway Services PNR acquires data from airlines reservations host system in a variety of formats and via push or pull mechanisms; filters it as required by legislation, and pushes it to individual governments in the right format and at the right time, thus removing the burden for the airline
  • iBorders Gateway Services US SecureFlight: uses a combination of iBorders Gateway Services PNR and iBorders Gateway Services APP. PNR data (or a subset) is acquired by iBorders Gateway Services PNR from the airline 72 hours before flight departure and is submitted to the US DHS (Department of Homeland Security) for 'low priority' vetting. New data or modified PNR data is acquired and submitted continuously until 24 hours before departure when iBorders Gateway Services APP is used to submit new and changed data for real time vetting, including the vetting of passport data when acquired at passenger check-in. This process continues until flight close. This service is provided for passengers flying inbound, outbound and, in the near future, overflying the US. iBorders Gateway Services US SecureFlight service demonstrates the powerful combination of the iBorders PNR and APP services and their ability to support the world's most complex government requirements.
