iBorders AdvancedManagement
The most advanced border management system available
Border security is a prime concern for government and border management agencies. They need fast and reliable systems to help them identify 'undesirable' travellers but also grant fast and trouble free entry to valid travellers.
Traditionally most governments have used a two-step process to secure their borders - issuing a visa or waiver for admissible foreign nationals, and then performing security checks at passenger arrival at international borders to identify high risk persons. More recently, however, a number of governments have implemented pre-departure screening of passenger data to determine whether to admit a passenger, for example through an Electronic Travel Authorization (ETAS/ESTA) or Advance Passenger Information (API) program (API or Advance Passenger Processing /API Quick Query). By making the decision whether to allow the passenger into the country before the passenger boards the plane, it allows the border management agencies to better allocate their resources at the point of arrival and focus on persons of interest.
An effective border management system needs to identify:
- The small percentage of passengers who do not have proper travel documents or visas
- The still smaller percentage who are illegal immigrants, drug traffickers, other criminals or potential terrorists
Overview
SITA iBorders AdvancedManagement can provide governments with the most advanced risk analysis system available. It offers a range of features to enhance security through improved detection, while at the same time facilitating rapid border-crossing of low-risk travellers. This includes simple data acquirement from airlines systems (Advance Passenger Data services) up to sophisticated tools that provide intelligent risk assessment in advance of a passenger's arrival, or even departure.
In addition, by combining SITA iBorders AdvancedManagement with SITA iBorders BioThenticate, biometrics can be matched in government watch lists to ascertain true identity, and biometric credentials can be used to automate the clearance process through automated gates.
SITA is a strong supporter of the development of international & industry standards for the transmission and processing of passenger data for border management applications. In particular, protecting the privacy of individual passengers is a key element of building sustainable international standards. When Governments adopt border management solutions, it is necessary that the appropriate legislation is in place. Access the latest EU developments about the subject.

Implementation of iBorders AdvancedManagement
SITA iBorders AdvancedManagement is composed of different features, which can be implemented as stand-alone modules, typically starting with passenger data acquisition and analysis services, or as part of an integrated offering. These features are:
- iBorders AdvancedManagement APP: Advance Passenger Processing (APP) creates a standardized expected-movement record based on travel documentation. The record is then sent to a business rules engine that provides a boarding directive based on rules defined by the departure / arrival border management agencies. Any anomalies are reported to the agencies for investigation.
- iBorders AdvancedManagement API: Advance Passenger Information (API) involves the capture of a passenger's biographic data contained in his or her passport. It is combined with details of the passenger's itinerary - for example, the flight and seat number - and then collated and transmitted in the form of batch flight manifests to border control agencies in the destination country after aircraft departure.
- iBorders AdvancedManagement PNR: Passenger Name Record (PNR) is the complete set of booking data captured by airlines or their representatives - travel agents, GDSs, etc. A PNR contains the travel record of a passenger or a group of passengers travelling together. This includes ticket and itinerary data, frequent flyer numbers, special request information, and payment information.
- iBorders AdvancedManagement Visa: SITA iBorders AdvancedManagement Visa is an electronic visa application and issuing service which manages visa applications at the point of sale or reservation.
- iBorders AdvancedManagement ExitEntry: iBorders Exit/Entry integrates biometric and biographic verification systems to provide governments with a complete Entry Clearance System providing the ability to acquire and verify biometric and/or travel document data at the Primary Line, check against watch lists and record border movements issuing visas and permits if required.
SITA iBorders AdvancedManagement is uniquely positioned to help governments enhance security through improved detection and risk analysis, while improving processing of low-risk travellers.
