iBorders AdvancedManagement PNR

Acquire an enhanced set of passenger data for pre-arrival risk analysis

As passenger numbers grow, governments must achieve more with existing resources. Efficient systems which allow secure access to information while respecting data privacy concerns can help, but passenger information resides in many places and formats, and border authorities need it in a single, consistent format.

Passenger Name Record (PNR) is the complete set of booking data captured by airlines or their representatives - travel agents, GDSs, etc. A PNR contains the travel record of a passenger or a group of passengers travelling together. This includes ticket and itinerary data, frequent flyer numbers, special request information and payment information.

Traditionally, the analysis of PNRs has been performed post-departure, often for 'after the fact' crime investigations and forensics. Increasingly, however, government agencies are requesting this data in advance of travel in order to take action before a passenger arrives in a country.

iBorders AdvancedManagement PNR is a system which collates passenger and flight data from a number of sources (typically airline reservations and departure control systems) and provides this data to control authorities in a single format prior to flight arrival. This allows border management agencies to perform sophisticated risk assessment in order to identify high-risk travellers.

iBorders AdvancedManagement PNR provides the following benefits:

  • Risk-assessment of inbound passengers
  • Better use of resources by targeting high-risk 'hits'
  • Reliable data in the format governments want, when they want it
  • Cost savings through automation of analysis and clearance
  • Faster passenger processing

iBorders AdvancedManagement PNR includes the following features:

  • Combines passenger and flight data from different sources
  • Searches travel documents and variety of other sources to combine name, nationality, passport number and comprehensive booking and check-in data
  • Extracts and nomalizes data, then delivers it to government systems in the formats they choose, after filtering the data to ensure only data allowed by privacy legislation is sent
  • Provides border control authorities with detailed, standardized records for each passenger ahead of arrival

Features of the pre-departure system include:

  • Enabling governments to engage border agencies to prevent organized crime, drug trafficking and terrorism, and scan incoming flights for particular known individuals
  • Allowing correlation and pattern analysis on previous events, establishing links between past and (potential) future behaviours
  • Delivering border control authorities a rich set of passenger data well before passengers arrive
  • Allowing airlines to comply with legitimate security requirements, while respecting privacy concerns

Legislation has been established in many countries, including the European Union, to limit a government's access to PNR data to certain fields of information. Accordingly, SITA has developed PNR Push / Filter to filter out sensitive data fields and transmit only the data allowed by a particular legislation.

SITA is a strong supporter of the development of international & industry standards for the transmission and processing of passenger data for border management applications. In particular, protecting the privacy of individual passengers is a key element of building sustainable international standards. When Governments adopt border management solutions, it is necessary that the appropriate legislation is in place. Access the latest EU developments about the subject.
